I've been working on this on the side. It's very close to done and it's at least Semi-Usable.
An editor to create VERA Palette files. The file format is a VERA Memory Image of the 512 bytes
starting at $FA00 of VERA Bank 1.
Still got a few things to work on to make it a bit more user friendly, comments are welcome

For final post in downloads. Should this go Development Tools or Graphics Apps or perhaps both ?

As a User, I would be inclined to go to Graphics section first.
